In 2025, the national immigration management agencies inspected a total of 697 million inbound and outbound travelers, an increase of 14.2% compared to the previous year, reaching a new historical high.035 million were foreigners. In order to promote exchanges and interactions between Chinese and foreign personnel, the number of pilot cities for the "full-process online processing" of reissuance and replacement of entry-exit documents for mainland residents has been expanded to 50; Indonesia has been added as a country eligible for the 240-hour transit visa-free policy, and 5 ports in Guangdong have been designated as policy-eligible ports, increasing the total number of ports to 65; the visa-free policy for tourist groups from ASEAN countries entering Yunnan's Xishuangbanna has been implemented; in coordination with relevant departments, the number of countries that offer unilateral visa-free entry to China has been increased to 48, and the number of countries that offer mutual visa exemption has been expanded to 29, thereby promoting the number of countries that offer unilateral visa-free entry to China to 28.
To facilitate personnel exchanges between the Chinese mainland and the Hong Kong, Macao and Taiwan regions, the following measures will be implemented: expand the scope of the talent endorsement policy for travel to Hong Kong and Macao to the Yangtze River Delta, the Beijing-Tianjin-Hebei Region and all Pilot Free Trade Zones across the country; facilitate the renewal of the same-type family visit endorsements in Hong Kong and Macao for mainland residents who travel there with family visit endorsements; implement the "One Trip a Week" and "Multiple Trips with One Endorsement" policies for travel to Macao in Zhuhai and the Guangdong-Macao In-Depth Cooperation Zone in Hengqin; provide dual-document linkage verification services for the Mainland Travel Permit and Resident Identity Card for Hong Kong, Macao and Taiwan residents in need; introduce a policy of waiving the certificate fee for the Taiwan Compatriot Travel Certificate for first-time visitors from Taiwan; add 42 ports including Tianjin Port to the list of ports where one-off valid Mainland Travel Permits for Taiwan residents can be issued, bringing the total number of such ports on the mainland to 100; and launch a nationwide processing policy for mainland residents applying for family visit endorsements for travel to Taiwan. Centering on promoting national and regional development strategies, a series of new immigration and exit-entry management policies have been implemented to support the construction and development of the China-Shanghai Cooperation Organization Local Economic and Trade Cooperation Demonstration Zone, the Shanghai Oriental Hub International Business Cooperation Zone, the Guangzhou Baiyun Airport International Business Cooperation Zone, and the Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone. These measures aim to help create a new open-up platform. Innovative and more proactive policies and systems for attracting talents and knowledge have been implemented to promote the establishment of a complete system covering entry visas, stay and residence, permanent residence, and integration services. To advance the facilitation of border inspection and customs clearance, we will expand the scope of ports applying the measure of exempting eligible travelers from inspection formalities for direct transit within 24 hours; uniformly implement the one-stop completion of the acceptance and issuance of temporary entry permits for visa-free transit and inbound border inspection formalities at all passenger inspection ports nationwide; launch a pilot program for electronic port visas in Shanghai; promote the online filling of entry cards for foreign nationals; popularize the application of facial recognition-based intelligent customs clearance; launch the pilot construction of a vehicle fast customs clearance system at Hekou Port, Mohan Port in Yunnan Province and Ganqimaodu Port in Inner Mongolia Autonomous Region; and support the trial implementation of 24/7 customs clearance for freight passages at highway ports including Erenhot. In 2025, the national immigration management agencies will comprehensively coordinate efforts to severely crack down on crimes that hinder border (frontier) management, continuously deepen the governance of "three illegal" foreigners, and investigate and prosecute over 18,900 cases of crimes that violate border (frontier) management regulations, arresting 54,600 criminal suspects, dismantling 488 criminal gangs, and listing and supervising 229 major and significant cases. They will also severely crack down on illegal activities such as gun and explosive crimes, drug trafficking and smuggling at ports and borders, solving 438 drug-related cases, arresting 579 criminal suspects, seizing 6.09 tons of various drugs, solving 74 cases involving over 10,000 grams, and seizing 2,098 firearms and 64,500 rounds of ammunition. In 2025, a total of over 120 groups and 260 individuals from the national immigration management agencies were honored with provincial or ministerial-level awards or received second-class merit or higher rewards.
