The National Immigration Administration today (the 3rd) released 10 policy measures for immigration and exit-entry management services.
1.Expand the scope of the pilot implementation of the talent endorsement policy for traveling to and from Hong Kong and Macao. Starting from November 5, 2025, on the basis of Beijing, Shanghai and the Guangdong-Hong Kong-Macao Greater Bay Area, a talent endorsement policy for traveling to and from Hong Kong and Macao will be implemented throughout the Yangtze River Delta, the Beijing-Tianjin-Hebei region, and all free trade pilot zones across the country. Outstanding talents, scientific research talents, cultural and educational talents, health and wellness talents, legal talents and other talents working in the above-mentioned areas from the Chinese mainland may apply for multiple-entry talent endorsements to Hong Kong or Macao with validity periods ranging from 1 to 5 years, based on relevant talent certificates issued by the talent administrative department or qualified employers. Each stay in Hong Kong or Macao shall not exceed 30 days. 2.Nationwide processing for Mainland residents' Taiwan family visit permits implemented Starting November 5, 2025, Mainland residents intending to visit Taiwan for family visits may submit their application for a family visit endorsement to any exit-entry administration agency of a public security bureau at or above the county level nationwide. The application procedures will be the same as those in their place of household registration. 3.Promote and apply intelligent customs clearance at some ports that have direct navigation with Hong Kong, Macao and Taiwan. Starting from November 5, 2025, on the basis of implementing "face-scanning" intelligent customs clearance at Shenzhen Bay Port in Shenzhen and Gongbei Port in Zhuhai, it will be promoted and applied at Shanghai Hongqiao Airport, Xiamen Gaoqi Airport, Wutong Port, Guangzhou Pazhou Passenger Port, Nansha Passenger Port, Shenzhen Huanggang, Luohu, Liantang, Futian, Man Jin Du, Zhuhai Hengqin, Hong Kong-Zhuhai-Macao Bridge and other ports. And those who agree to have their facial features, fingerprints and other information collected and verified for use in border inspection for entry and exit may choose to use the intelligent and fast channel for on-site "face scanning" passage at the above-mentioned ports of entry and exit border inspection. Persons with limited or no capacity for civil conduct should be accompanied by their legal guardians when entering or leaving the country through the intelligent express channel. 4.Support and promote the efficient cross-border flow of production factors in the Shenzhen Park of the Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone. For mainland talents working in research institutes, technology innovation enterprises and other institutions in the cooperation zone, after being filed with the management department of the Shenzhen Park of the Cooperation Zone, the Exit-entry administration of the public security organ may issue a three-year multiple-entry valid talent visa to and from Hong Kong and Macao. When applying, there is no need to submit a talent certificate. New and start-up enterprises are allowed to handle business registration for traveling to and from Hong Kong and Macao without paying taxes for the first year. The number of people registered for registration of key enterprises and institutions in high-tech and high-end manufacturing industries for traveling to and from Hong Kong and Macao will be given priority. Special channels for the cooperation zone will be set up at the Huanggang and Futian ports, allowing staff members of enterprises and institutions within the Shenzhen park to enter and exit the country through the No. 1 channel of the Futian Free Trade Zone. This will provide convenient border inspection and customs clearance for staff members of enterprises and institutions who frequently enter and exit the cooperation zone, and offer appointment customs clearance services for those who need to enter and exit the cooperation zone urgently due to major projects, important events, etc. Set up a green channel for vehicles transporting scientific research materials
in and out of the cooperation zone, optimize the customs clearance and
inspection methods, and improve the customs clearance efficiency of scientific
research materials 5.Expand the scope of 24-hour direct transit ports that do not require inspection procedures. Starting from November 5, 2025, the measure of 24-hour direct transit without
the need for entry and exit border inspection and verification procedures will
be replicated and promoted at 10 international airports including Tianjin
Binhai, Dalian Zhoushuizi, Nanjing Lukou, Fuzhou Changle, Qingdao Jiaodong,
Wuhan Tianhe, Nanning Wuxu, Haikou Meilan, Chongqing Jiangbei and Kunming
Changshui. Passengers holding international connecting flights within 24 hours and directly
transferring to a third country or region through any of the above-mentioned
airports without leaving the airport can be exempted from going through the
border inspection and verification procedures for entry and exit. 6. Five ports in Guangdong Province have been added as entry ports for the 240-hour
visa-free transit policy. Starting from November 5, 2025, five more ports, namely Guangzhou Pazhou
Passenger Port, Hengqin, Hong Kong-Zhuhai-Macao Bridge, Zhongshan Port and West
Kowloon Station of Guangzhou-Shenzhen-Hong Kong High-Speed Railway, will be
added as entry ports eligible for the 240-hour visa-free transit policy. The
total number of entry ports eligible for the 240-hour visa-free transit policy
will increase from 60 to 65. Citizens of 55 countries eligible for the visa-free transit policy, holding
valid international travel documents and connecting tickets with confirmed dates
and itineraries, can enter a third country (region) through any of the 65 open
ports in 24 provinces (autonomous regions and municipalities directly under the
Central Government) visa-free and stay in the designated area for no more than
240 hours when transiting from China. During the stay, one can engage in activities such as tourism, business,
visits, and visiting relatives. For activities that require prior approval, such
as work, study, and news interviews, a visa must still be obtained before entry. Expand the scope of pilot cities for the "full online processing" of renewal and
replacement of entry and exit documents for mainland residents. There is no need to go to the entry and exit Windows to handle it, providing
greater convenience for Chinese citizens to obtain entry and exit documents. The list of 30 newly added pilot cities is as follows: Shijiazhuang, Hebei; Taiyuan, Shanxi; Hohhot, Inner Mongolia; Dalian, Liaoning; Changchun, Jilin; Wuxi, Xuzhou, Changzhou, Suzhou, Jiangsu; Huzhou, Jiaxing, Shaoxing, Jinhua, Zhejiang; Nanchang, Jiangxi; Yantai, Weifang, Shandong; Wuhan, Hubei; Changsha, Hunan; Foshan, Huizhou, Dongguan, Zhongshan, Jiangmen, Zhaoqing, Guangdong; Nanning, Guilin, Guangxi; Haikou, Hainan; Guiyang, Guizhou Lanzhou, Gansu Province, Yinchuan, Ningxia. Provide convenience for mainland residents holding family visit endorsements traveling to and from Hong Kong and Macao to renew the same type of family visit endorsements in Hong Kong and Macao Starting from November 20, 2025, mainland residents holding family visit endorsements traveling to Hong Kong and Macao for family visits, if the permitted stay period of the endorsements does not meet the need for continued stay in Hong Kong or Macao, may submit applications for renewal of the same type of family visit endorsements through China Travel Service (Hong Kong) Group and China Travel Service (Macao) no less than 7 working days before the expiration of their stay period. 9Expansion of the Scope of Ports Authorized to Issue Single-Exit Travel Permits to Taiwan Residents Effective November 20, 2025, the number of ports authorized to issue single-exit Travel Permits for Taiwan Residents to the mainland will be expanded from the current 58 to 100. Upon arrival at a port of entry, Taiwan residents who do not hold a valid travel permit to the mainland may apply for a single-exit Taiwan Resident Travel Permit to the Mainland at the port's exit-entry administration of the public security authority. Upon approval, they may receive the permit and enter the mainland. The list of 42 newly added ports is as follows: Tianjin Port, Manzhouli (airport), Manzhouli (road), Erenhot (railway), Erenhot (road), Dandong Port, Yingkou Port, Hunchun (road), Heihe (Port), Tongjiang (Port), Fuyuan Port, Raohe Port, Luobei Port, Dongning, Suifenhe (road), Lianyungang Port, Yantai Port, Rizhao Port, Weihai Port, Shidao Port, Longyan Port, Guangzhou Pazhou Passenger Yungang Port, Shekou Port, Huanggang, Luohu, Zhuhai Port, Hengqin, Hong Kong-Zhuhai-Macao Bridge, Gongbei, Zhongshan Port, Shantou Port, Jieyang Chaoshan Airport, Youyiguan, Dongxing, Lijiang Sanyi Airport, Mohan (railway), Mohan (road), Hekou (road), Lanzhou Zhongchuan Airport, Dunhuang Mogao Airport, Kashgar Laining Airport, Horgos (road). 10 Implement online application for entry cards for foreigners Starting from November 20, 2025, before coming to China, foreigners can fill in relevant entry information online through channels such as the government website of the National Immigration Administration of China, the government service platform, the "Immigration 12367" APP, wechat (Alipay) mini-program, and scanning the entry card to fill in the code. For foreigners who do not have the conditions to fill in the information online, they can scan the QR code with their mobile phones or use the on-site smart devices to fill in the entry information online when they arrive at the entry-exit border inspection site of Chinese ports, or fill in the paper foreigner entry car The following seven types of foreigners are exempt from filling out the form: Foreign employees holding the Permanent Residence Identity Card of the People's Republic of China for Foreigners, the Mainland Travel Permit for Hong Kong and Macao Residents (non-Chinese nationals), group visas or those who meet the conditions for visa-free entry for groups, direct transit within 24 hours without leaving the designated area of the port, entry and exit by cruise ship and return with the original cruise ship, entry through express channels, and entry and exit transportation means, etc.
