General application requirements

(一)Investment category：

Foreigners who meet one of the following conditions may apply for permanent residence in China:

① Investors who invest in China and actually deliver a total of registered capital of more than 2 million US dollars (not less than this standard for three consecutive years);

(2) Investors who invest in central China and actually deliver a total registered capital of more than US $1 million (not less than this standard for three consecutive years);

(3) Investors who invest in the western regions of China and the key counties of the national poverty alleviation and development work, and the total registered capital actually delivered is more than US $500,000 (not less than this standard for consecutive (four) years);

(4) In the "Foreign Investment Industry Guidance Project" issued by the state to encourage industrial investment, the actual delivery of registered capital of more than 500,000 US dollars (not less than the standard for three consecutive years) investors.

(二)Position category：

Foreigners who hold the positions of chairman, vice chairman, general manager, deputy general manager or above in the following 5 types of units, or hold the titles of associate professor, associate researcher or above, have worked continuously for at least 4 years, have resided in China for not less than 3 years in the 4 years, have a good tax record, abide by Chinese laws, are in good health, and have no criminal record, You can apply for permanent residence as a foreigner:

1.Scientific research institutions affiliated to departments under The State Council or the people's government, or public institutions with administrative properties or functions

2.Key institutions of higher learning (" Project 211 "schools and the first batch of universities to enroll students)

3.Enterprises and institutions that implement national key engineering projects or major scientific and technological projects

4.High-tech enterprises, encouraged foreign-invested enterprises, foreign-invested advanced technology enterprises or foreign-invested export enterprises

(三)Relatives category：

(1) Spouses of foreign nationals who meet the application requirements and their unmarried children under the age of 18;

(2) Foreigners who meet all of the following conditions may apply for a foreigner permanent residence permit for spouses:

①Marry a Chinese citizen (with permanent residence in Xi 'an) or a foreigner who has obtained permanent residence in China;

②the marital relationship has lasted for at least 5 years;

③ Have resided in China continuously for at least 5 years, and have resided in China for at least 9 months each year;

④There is a stable living security and residence. Need to be reunited to open a certificate of employment and notarization, deposit amount of 200,000 and above;

3. Foreigners who meet all of the following conditions may apply for a permanent residence permit for a parent-child reunion:

① One or both parents are Chinese citizens (with permanent residence in Xi 'an), need to be reunited with a certificate of employment and notarization, the deposit amount is required to be 200,000 yuan or more;

②Under the age of 18 and unmarried;

(4) Foreigners who meet all of the following conditions may apply for a permanent residence permit for foreigners whose relatives have taken refuge:

①There is no immediate family member abroad, and he goes to live with his immediate family member in China;

②Over the age of 60;

③ Have resided in China continuously for at least 5 years, and have resided in China for at least 9 months each year;

④There is a stable living security and residence.

Special Application Policy

(一)High paying positions：

Foreigners working in China who have worked continuously for at least 4 years and have actually resided for at least 6 months each year, whose annual wage income is not less than 6 times the average wage of urban employees in the region where they worked in the previous year, and whose annual personal income tax is not less than 20% of the annual wage standard. Foreigners who have an annual income (before tax) of not less than 400,000 yuan and pay individual income tax of not less than 80,000 yuan each year, abide by Chinese laws, are in good health and have no criminal record, and may apply for permanent residence as foreigners upon the recommendation of their current work units. Their foreign spouses and minor children may apply with them.

(二)Other talent categories：

High-level talents introduced from key national development fields and industries (such as scientists, leading scientific and technological talents, international entrepreneurs, etc.).

Top foreign talents working in Xi 'an (such as winning important international science and technology awards, serving as top executives of Fortune 500 companies, etc.). Applications can be made by letter of recommendation.
