Xi 'an Public Security Bureau Yanta Branch on the report of "three non" cases and obstruction of national (border) management of illegal criminal clues reward notice

　　In order to maintain social and political stability and good foreign security order in Yanta District, strictly crack down on cross-border illegal and criminal activities through illegal entry and exit in accordance with the law, from now on, the Yanta Branch of Xi 'an Public Security Bureau will collect clues from the community to harm the national (border) illegal crimes and "three non" cases, and reward the informants. The relevant matters are hereby notified as follows:

　　Article 1 Scope of reporting

　　Mainland residents suspected of illegally stealing (crossing) the Chinese border;

　　Foreigners or mainland resident organizations illegally steal (cross) the national border;

　　Forging or altering exit/entry documents or selling exit/entry documents violates laws and crimes;

　　Mainland residents illegally leave the country to participate in cross-border gambling, telecommunications fraud and other criminal clues.

　　Aliens suspected of illegal entry, residence or employment;

　　Suspected of sheltering or concealing aliens who illegally enter or reside in China;

　　Suspected of illegally employing foreigners;

　　Suspected of introducing foreigners for illegal employment;

　　Assist illegal entry and illegal residence aliens to evade inspection, or provide illegal residence aliens with exit and entry documents and other clues suspected of "three non" cases.

　　Article 2 Citizens, legal persons and organizations shall report to the public security organs if they find foreigners with "three non-profits". This Announcement shall apply to Hong Kong, Macao and Taiwan residents, overseas Chinese and foreigners who report "three non" foreigners or foreigners.

　　Article 3 An informant shall meet the following conditions when receiving an award:

　　(A) there is a clear report object and the basic illegal facts;

　　(2) the matter reported is not discovered by the public security organ;

　　(3) the matters reported are verified by the public security organ;

　　(4) Provide effective contact information.

　　Article 4 The term "reporting" in these Measures specifically includes:

　　(1) provide evidence clues for cases that have been filed or investigated by public security organs;

　　(2) Reporting illegal and criminal facts that have not yet been filed for investigation or investigation;

　　(3) Reporting the hiding places of fugitives issued by the public security organs;

　　(4) Provide other clues or evidence that help the public security organs to detect, investigate and handle cases, and arrest criminal suspects.

　　Article 5 Citizens, legal persons or other organizations may report to public security organs through the following channels:

　　Article 6 The public security organ shall reward the informant according to the following standards:

　　(a) Each report of a "three non-" foreigner, verified by investigation, according to the circumstances of the informant reward 500-1,000 yuan; If a number of "three non-profits" foreigners are reported in a case, the cumulative bonus of 500 yuan per person shall be based on the actual number of investigated and punished, and the maximum amount of the same case shall not exceed 2,000 yuan.

　　(2) Directly captured suspected of "three non" foreigners and handed over to the public security organs, verified by the public security organs, each person who is verified will be rewarded 1000-2000 yuan.

　　(3) Reporting aliens who harbor or hide illegal entry or residence, assisting aliens who enter or reside illegally to evade inspection, and rewarding 1000-3000 yuan for each case verified.

　　(4) Those who report the introduction of illegal employment of foreigners or illegal employment of foreigners shall be rewarded with 1,000 yuan for each case verified.

　　(5) Those who report illegal provision of exit/entry documents for aliens residing illegally shall be rewarded with 2,000 yuan for each verified case.

　　(6) Reporting suspected of stealing clues in cross-border (border) cases, illegally stealing clues in cross-border (border) cases; Forging or altering exit/entry documents or selling clues to illegal or criminal cases involving exit/entry documents; Mainland residents illegally leaving the country to participate in cross-border gambling, telecommunications fraud and other illegal criminal clues; After verification, each case will be rewarded 1000-3000 yuan.

　　(7) To determine the amount of reward for other valuable case clues according to the circumstances.

　　Article 7 The system of first report reward and one award for each case shall be implemented. If two or more people report the same illegal act respectively, the earliest informant shall be rewarded in order of time; If more than one person jointly reports the same illegal act, the bonus will be equally distributed, and the informant has agreed to follow its agreement.

　　Article 8 No award shall be given under any of the following circumstances:

　　(1) Staff members of judicial and administrative organs responsible for investigating crimes report illegal and criminal activities;

　　(2) Persons who have played a role in helping the informant in the process of violating the law make reports;

　　(3) Illegal suspects voluntarily surrender to the public security organs to state their illegal acts;

　　(4) The contents of the report have been discovered or are being investigated by public security organs;

　　(5) Other circumstances in which awards are not granted according to law.

　　Article 9 For the above-mentioned reports, the public security organs that receive the reports shall accept them within 3 working days and investigate and handle them according to the nature of the cases. After the case handling department of the public security organ is verified and the "three non-" foreigners are punished, after verification, the informant is issued with a reward notice and the bonus is paid.

　　Article 10 The informant shall, within 30 days from the date of receiving the award notice, present his valid ID card to the place designated by the public security organ to receive the bonus. When receiving the reward in the form of an account, it is necessary to provide valid personal identity information to the public security organ for verification by remote means. If you do not receive or provide your account within the time limit, you will be deemed to have given up automatically.

　　Article 11 In order to facilitate verification and reward, encourage real-name reporting, the public security organs will strictly keep confidential the informant and the reporting situation, and investigate the responsibility of the relevant personnel in accordance with the relevant provisions if the information of the informant is leaked intentionally or negligently. Anonymous reports that cannot verify the true identity or cannot contact the informant will not be included in the scope of rewards.

　　Article 12 An informant shall truthfully reflect the clues of the case, and in the name of reporting false accusations, extortion, false reporting of police information and other acts, the public security organ will investigate the legal responsibility of the informant according to law.
