According to the report, new progress was made in China's foreign-related rule of law work in 2022, and the "three evils" of the rule of law, including anti-interference, anti-sanctions and anti-long-arm jurisdiction practice, were further enhanced, and its leading role in global legal affairs continued to be strengthened.

The report contains several thematic chapters, including foreign rule of law development in the Belt and Road Initiative, foreign rule of law development in China's data governance, international business environment, foreign exchanges, anti-sanctions, export control, foreign trade, foreign investment, foreign finance, anti-monopoly, maritime business, maritime business, foreign trade. The development of the rule of law in international commercial dispute settlement shows China's achievements, problems and suggestions in the development of the rule of law concerning foreign affairs from the aspects of participating in global governance, legislation, law enforcement, judicature, legal services and legal research.

The report reviewed the major progress made in foreign-related rule of law in 2022, including the release of the draft Law on Foreign Relations and the draft Law on Immunity of Foreign States. Amended the Anti-Monopoly Law and the Foreign Trade Law; It has promulgated an important administrative regulation "Measures for the Administration of the Conclusion of Treaties"; A number of departmental regulations and normative documents have been implemented.
