The criteria for the identification of high-end foreign talents (Category A) shall be the Ministry of Foreign Affairs, Ministry of Human Resources and Social Security, State Administration of Foreign Experts Affairs Notice of the Ministry of Public Security on the Full implementation of the Work Permit System for Foreigners in China (Foreign professional Hair [2017] No. 40) The Class A identification standard of the "Work Classification Standard for Foreigners in China (Trial)" is adjusted to the "Guangzhou Identification Standard for Foreign" Advanced, elite and advanced "Talents (Trial)" (see the annex for details, where the black part is the adjustment content), and qualified foreigners are determined as Class A.

He/she has been employed as a professor (researcher), associate professor (associate researcher) or a middle-level or above management position in a high-level university or research institution at home and abroad

Has served in senior management positions at the International Maritime Organization

Foreign talents whose average wage income is not less than 6 times the average wage income of employees in full-caliber urban units in the previous year

Founder and partner of domestic top 100 investment institutions

Innovative and entrepreneurial talents and talents recommended by relevant departments

Ii. Foreign Professionals (Category B)

The criteria for the identification of foreign professionals (Category B) are in the Ministry of Foreign Affairs, Ministry of Human Resources and Social Security, State Administration of Foreign Experts Affairs Notice of the Ministry of Public Security on the full implementation of the Work Permit System for Foreigners in China (Foreign professional Hair [2017] No. 40) "Work Classification Standard for Foreigners in China (Trial)" Category B identification standard is added on the basis of "Guangzhou Foreign" "Urgently needed" talent Job Directory (Trial) "(see the annex for details), qualified foreigners are identified as Category B.

Foreign professionals (Category B) must meet the work guidance directory for foreigners in China and job requirements, and belong to the urgent need for the development of China's economic and social undertakings, such as:

Holders of international general vocational skills qualification certificate or in urgent need of skilled talents

Foreign language teachers. In principle, foreign language teachers should be engaged in the teaching of their native country, have a bachelor's degree or above and have more than 2 years of working experience in language education. Among them, those who have obtained a bachelor's degree or above in education, language or teaching, or obtained a teacher's qualification certificate in the host country or obtained an international language teaching certificate that meets the requirements can be exempted from the work experience requirement

Foreign talents whose average salary is not less than 4 times the average salary of the local society in the previous year. Meanwhile, foreign professionals who meet the job requirements of "urgently needed" foreign talents in Guangzhou can also be identified as Class B, such as big data development engineers, automatic driving system engineers, etc. Industries involved include new-generation information technology, intelligent equipment and robots, rail transit, new energy and energy conservation and environmental protection.

3. The criteria for the identification of other foreign personnel (Category C) remain unchanged.

4. The handling methods and procedures of work permits for foreigners in China remain unchanged.
