New rules: about overseas Chinese identity card, driver's license

According to the website of the Ministry of Public Security, in order to further promote the reform of public security organs for the convenience of the people and enterprises, further facilitate overseas Chinese citizens to apply for identity cards, driving licenses and other services, and facilitate the normal use of documents after returning to China, the Ministry of Public Security has introduced six policies and measures for public security organs to facilitate overseas Chinese citizens to handle business.

Implement three measures to facilitate the handling of driving licenses

Facilitate the extension of the renewal of driving license. Overseas Chinese citizens who are unable to return to China for any reason (entry) to renew their driving license at the expiration of the term, have their driving license examined, or submit proof of physical conditions may entrust domestic personnel to apply to the public security traffic administration department for extension of processing with their identity certificates and power of attorney, and they do not need to return to China (entry). If the original copy of the identity certificate and power of attorney cannot be submitted, the photocopy or printed image can be used for extension business.

Facilitate the return of the driving license. Overseas Chinese citizens who cannot return to China (entry) before the end of 2023 and fail to renew their driving licenses or have their driving licenses tested within the time limit may go through the formalities and resume their driving qualifications within 6 months after returning to China (entry).

It is convenient for holders of overseas driving licenses to exchange for Chinese driving licenses. After returning to China (entry), Chinese citizens abroad who apply for renewal of Chinese driving licenses with their overseas driving licenses may apply for renewal of Chinese driving licenses normally if the validity period of their overseas driving licenses is not more than 6 months.

Implementation of two measures to facilitate the processing of identity cards

Facilitate the commission of resident identity cards. Overseas Chinese citizens who fail to renew their ID cards due to the COVID-19 epidemic can entrust their close relatives in China to apply for the new ID cards at the local police station or the hall of household administration. The public security organ will verify the identity information of the trustee, review the certificate materials online, and accept, issue, make and issue the certificates in accordance with relevant regulations.

It is convenient to return to China and apply for a local ID card. Overseas Chinese citizens who have failed to renew their ID cards due to the COVID-19 outbreak can apply for new ID cards at any local police station after returning to China.

Implement a policy to facilitate enquiry of immigration operations and management

Overseas Chinese citizens who want to obtain their entry and exit documents, entry and exit records and other information can log on the Government Affairs Service platform of the National Immigration Administration. In order to ensure the smooth implementation of the six measures for the convenience of the people, the Ministry of Public Security formulated special plans, strengthened organizational arrangements, and guided local public security organs to prepare for implementation in advance to ensure that the new reform measures were implemented accurately and achieved practical results.
