随着2021年毕业季的到来,有不少在境外知名高校取得硕士及以上学位的外籍毕业生,或在中国境内高校取得硕士及以上学位的外国留学生,他们没有工作经验,很难在中国申办工作许可。
But there are preferential policies for new graduates to apply for a work visa (Class C), that is, work experience is not required. Take Shanghai as an example, from October 2020, work visas (Class C) can be applied for within two years after graduation.
然而,对应届毕业生申请工作签证(C类)有优惠政策,即不要求工作经验。以上海为例,从2020年10月起,工作签证(C类)可以在毕业后两年内申请。

Class C of foreign ordinary personnel, in general, is "other foreigners in line with national regulations", including foreign youth doing internship in China, college graduates and other personnel. It mainly includes:
外国普通人员C类, 总的来说就是“符合国家规定的其他外国人”,包括来华实习的外国青年、高校毕业生等领域人员。主要包括:
(1) Foreign personnel who meet the current regulations on the administration of foreigners working in China;
(一)符合现行外国人在中国工作管理规定的外国人员;
(2) Foreign personnel engaged in temporary and short-term work (no more than 90 days);
(二)从事临时性、短期性(不超过 90 日)工作的外国人员;
(3) The personnel who implement the quota system which include foreign youth who come to China for internship according to intergovernmental agreements, foreign students who meet the specified conditions, foreign graduates of overseas colleges and universities, foreigners working in special fields such as ocean fishing, etc.
(三)实施配额制管理的人员,包括根据政府间协议来华实习的外国青年、符合规定条件的外国留学生和境外高校外籍毕业生、远洋捕捞等特殊领域工作的外国人等。
Quota is to limit the employment of foreigners with fixed quota according to time, region and type of work. When the quota is full, no work permit will be granted. Under the new system, the implementation plan clearly puts forward that China will implement "quantitative restriction" measures for foreigners working in China.
配额就是按时间按地域按工种限制固定名额的外国人就业,名额满了就不再批工作许可。新制度下,实施方案明确提出我国将对来华工作外国人实行“数量限制”措施。
Approval conditions of work visa (Class C) for foreign college graduates
外籍高校毕业生工作签证(C类)审批条件
(1) At least 18 years old, in good health;
(一)年满18周岁,身体健康;
(2) No criminal record;
(二)无犯罪记录;
(3) Excellent academic performance, with an average score of no less than 80 points (100 point system, other points are converted into 100 point system) or above B + / B (grade system), and no record of bad behavior during school;
(三)学习成绩优秀,平均成绩不低于80分(百分制,其他分制换算成百分制处理)或B+/B(等级制)以上,在校期间无不良行为记录;
(4) Obtain corresponding education and degree;
(四)取得相应的学历与学位;
(5) There is a definite employer, who is engaged in the corresponding job and major. In principle, the salary shall not be lower than the average salary of on-the-job employees of local urban companies, and the specific standard shall be reasonably determined by each provincial Human Resources and Social Security Department according to the actual situation of the employment market and the needs of introducing talents;
(五)有确定的聘用单位,从事工作岗位与所学专业对口。薪酬原则上不低于当地城镇单位在岗职工平均工资,具体标准由各省级人力资源社会保障部门根据就业市场实际和引进人才工作的需要合理确定;
(6) Hold a valid passport or other international travel document that can replace the passport.
(六)持有有效护照或能代替护照的其他国际旅行证件。

This means that any new graduate who obtains a master's degree from a Chinese University is eligible to find a job in China's job market.
