In order to thoroughly implement the strategy of building a strong country with talent in the new era, facilitate foreign young scientific and technological talents to come to China, and promote international cooperation and exchanges among young scientific and technological talents, the State Council has decided to amend the Regulations of the People's Republic of China on the Administration of the Entry and Exit of Foreigners, which shall come into force as of October 1, 2025. The relevant matters are hereby announced as follows:Add the K-visa category. Among the categories of ordinary visas stipulated in the Regulations of the People's Republic of China on the Administration of the Entry and Exit of Foreigners, a new type K visa is added, which is clearly issued to foreign young scientific and technological talents entering China. Application conditions To apply for a K-visa, one should meet the conditions and requirements for foreign young scientific and technological talents as stipulated by the relevant competent departments of the Chinese government and submit corresponding supporting materials. Specifically, a K-visa is issued to foreign young scientific and technological talents who have graduated from well-known domestic or overseas universities or scientific research institutions in the fields of science, technology, engineering, and mathematics, and have obtained corresponding academic degree certificates (bachelor's degree or above), or who are engaged in relevant professional education and scientific research work in the above-mentioned institutions. (5) The J1 visa is issued to foreign resident journalists of foreign news agencies stationed in China; the J2 visa is issued to foreign journalists entering China for short-term interviews and reports. (6) The K visa is issued to foreign young scientific and technological talents entering the country. (7) The L visa is issued to persons entering the country for tourism. For those entering the country for tourism in a group, a group L visa may be issued. (8) The M visa is issued to those who enter the country for commercial and trade activities. (9) Visa Q1 is issued to family members of Chinese citizens who apply for entry and residence for family reunion, family members of foreigners with permanent residence in China, and those who apply for entry and residence for reasons such as foster care. Visa Q2 is issued to relatives of Chinese citizens residing in China and relatives of foreigners with permanent residence in China who apply for short-term family visit. (10) The R visa is issued to foreign high-level talents and urgently needed specialized talents required by the country. (11) The S1 visa is issued to the spouse, parents, children under the age of 18, and parents-in-law of foreigners who are staying in China for work, study or other reasons and who apply to enter China for long-term visits, as well as to those who need to stay in China for other private affairs. The S2 visa is issued to the family members of foreigners who are staying in China for work, study or other reasons and who apply to enter China for short-term visits, as well as to those who need to stay in China for other private affairs. (12) The X1 visa is issued to those who apply to study in China for a long term, and the X2 visa is issued to those who apply to study in China for a short term. (13) The Z visa is issued to those who apply to work in China. the K-visa will provide more conveniences to holders in terms of the number of entries, validity period, and length of stay. After entering the country, visa holders can engage in activities such as exchanges in the fields of education, technology, and culture, as well as entrepreneurship and business. The K-visa only has specific requirements regarding age, educational background, or work experience. It does not require a domestic employment or invitation unit, and the application process will also be more convenient. Warm reminder At present, the refined application conditions and required materials have not been announced. It is expected that specific application details will be released before October 1st. Basically, applicants only need to have a bachelor's degree or above in STEM-related fields or be engaged in scientific research work at well-known universities/scientific research institutions, and there is no need for an invitation from a domestic unit.
