Mofcom: We will actively help enterprises make good use of the RCEP

At a regular press conference of the Ministry of Commerce on The afternoon of June 16, Ministry of Commerce spokesperson Shu Jue ting said that the Ministry of Commerce has actively carried out relevant work in three aspects in order to help enterprises get familiar with and use the RCEP agreement and better enjoy the benefits of regional opening-up.


First, we will step up efforts to implement the Guidelines on High-quality RCEP Implementation. We will further encourage local governments, industries and enterprises to seize the development opportunities of the RCEP, coordinate the docking of various sectors, and encourage enterprises to adapt to a more open environment, compete more fully, expand regional and global markets to a greater extent. We will ensure that the dividends of the RCEP continue to be released.


Second, we will vigorously organize and carry out a series of RCEP training programs nationwide. Building on the success of three nationwide training sessions held last year, this year we have formulated a more intensive, wide-ranging and targeted training program to address the problem of enterprises not being able to use or failing to use the preferential policies. Up to now, four series of special training sessions have been held, covering the whole country and at counties and below, with more than 250,000 participants and good results achieved. In the future, we will continue to improve the professionalism and pertinence of training courses based on the demands of local governments and enterprises, further expand the coverage of micro, small and medium-sized enterprises, and benefit more enterprises.


Third, we will do a good job in providing public services to enterprises. We will give full play to the role of the China Free Trade Area Service network as a public service platform, do a good job in information release and online consultation, facilitate enterprises to inquire about preferential agreements, learn about rules and information on the business environment and intellectual property services of different countries, and provide one-stop services. At the same time, we will make concerted efforts to encourage customs, the Council for the Promotion of International Trade and local governments to actively develop public service platforms for FREE trade agreements, providing guidance for enterprises to apply for and enjoy tariff concessions under the agreements and make good use of the rules of the agreements.


On January 1, 2022, the RCEP agreement entered into force. The AGREEMENT is the world's largest free trade agreement so far, accounting for one third of the world's total population, economy and trade. It covers a wide range of areas, including tariff reduction, trade facilitation, opening-up of services and investment, people-to-people exchanges, e-commerce and intellectual property rights protection. After the RCEP agreement comes into force, over 90 percent of goods in the region will gradually be tariff-free.
