1. Working conditions:


Foreigners who have reached the age of 60, do not have immediate family members abroad and need to live in domestic immediate family members, have continuously resided in China for 5 years, have resided in China for at least 9 months each year, and have a stable living security and domicile in China. Apply for permanent residence of foreigners.


2. Handling procedures:


1. Completed "Application Form for Foreigners' Permanent Residence in China", 2 recent 2-inch ID photos (see Notes for details).


2. The original and 2 copies of a valid passport and valid visa (or residence certificate).


3. The original and 2 copies of the ID card of the applicant of Chinese nationality and the household registration certificate of the resident in Shanghai or the valid passport of the applicant of foreign nationality and the "Foreigner's Permanent Resident ID Card". The account book needs to copy the issuance page, the information page of the survivor and the change page.


4. The original and 2 copies of the certificate of the relative relationship with the dependant.


5. The original and 1 copy of the "Certificate of No Immediate Relatives Abroad" issued by relevant foreign institutions certified by Chinese embassies (consulates) abroad and the original and 1 copy of the declaration that the applicant has no immediate family members abroad.


6. The original and one copy of the living security certificate or the source of income certificate.


The living security certificate is a domestic bank deposit certificate of more than RMB 200,000 in the name of the applicant or the person being applied for (the validity period is still more than 6 months from the date of application), and it shall be notarized by the notary office. If the deposit is in the name of the person being trusted, a statement of his willingness to guarantee notarized by the notary office must also be provided.


The proof of source of income is the pension certificate of the applicant or the person being depended on. If it is issued abroad, it must be certified by the Chinese embassy (consulate) abroad. If the relevant certificate is owned by the applicant, a declaration of his willingness to guarantee notarized by the notary office must also be provided. The certificate and certification should be issued within 6 months before the acceptance date.


7. The original and 2 copies of the house title certificate or house lease contract.


If the house is owned by the applicant or the applicant, a real estate certificate must be provided, and the real estate certificate must be marked with the same English name as the valid foreign passport;


For real estate that is not owned by the applicant himself or the person being depended on, a statement and relationship certificate from the owner of the real estate notarized by the notary office that agree to the applicant’s residence shall also be provided;


If the title certificate belongs to the co-owner and others, if the co-owner is over 18 years old, a statement that the co-owner agrees to the applicant's residency notarized by the notary office must be provided. If the co-owner is under 18 years old, a copy of their ID must be provided Pieces


If you want to lease another person’s real estate, you need to provide a house lease contract with a lease term of more than 1 year from the date of application that has been notarized by the notary office. The notarization must provide the original and a copy.


8. The original and one copy of the health certificate issued by the domestic entry-exit inspection and quarantine department (or a health certificate issued by a foreign medical institution certified by the Chinese embassy or consulate abroad). The health certificate is valid within 6 months from the date of issuance.


9. The original and one copy of the foreign criminal record certificate certified by the Chinese embassy (consulate) abroad. The certificate should be issued by the competent authority at the national level, and the content of the certificate should clearly indicate the verification result of the applicant’s criminal record; the name on the certificate must be the same as the name on the valid passport; if the applicant has changed his name, it must be on the certificate Indicate the previous name; if the applicant has stayed in a country or region other than the country of the passport for more than 2 years after reaching the age of 18, he/she must also provide a certificate of no criminal record in that country or region. The non-criminal record certificate is valid within 6 months from the date of issuance (if the time limit stated on the certificate is less than 6 months, it will be calculated according to the stated time limit).


★ Matters needing attention


(1) Applicants need to come and apply in person.


(2) The ID photo should be a frontal headless color photo with a white background, size 48mm×33mm, the face width of the portrait is greater than or equal to 18mm±1mm, the top of the head is 1.5mm~2.5mm from the top edge of the photo, and the complete shirt collar or collarbone is exposed under the portrait. Appropriate.


(3) Applicants who have changed their nationality must submit a certificate of naturalization as a foreign nationality. If the applicant has Chinese nationality, the original mainland resident shall also provide the original Chinese private passport and foreign settlement certificate (if you hold a public passport to become a foreign national, you must first go through the formalities for renunciation of Chinese nationality); the original Taiwan resident also needs to provide Taiwan cancellation Household registration certificate; the original Hong Kong and Macau residents also need to provide proof that they no longer have the status of Hong Kong and Macau residents. If necessary, the certificate issued by the foreign country must be certified by the Chinese embassy (consulate) abroad.


(4) If the applicant’s name is changed, it is necessary to provide the original and two copies of the certificate of the name change or the two names of the same person. If issued abroad, it must be authenticated by the Chinese embassy (consulate) abroad.


(5) Certificates of no criminal record, marriage certificates, birth certificates, kinship certificates, adoption certificates, rename certificates and other relevant materials issued by foreign countries can be issued by relevant national authorities and certified by the Chinese embassy (consulate) in that country. You can submit a certificate issued by the embassy (consulate) of your country in China (not a statement for yourself).


(6) The foreign language certification materials need to be translated into Chinese by a domestic qualified translation company and stamped with the company's seal, and a copy of the translation company's business license is also required.


(7) If the applicant needs to print the Chinese name on the "Foreigner's Permanent Residence ID Card", he should write "Chinese name should be printed when preparing the certificate" in the "Other Items to Explain" column on the application form.


(8) The entry-exit management agency of the public security organs needs to interview the applicant when it deems necessary, or request other supplementary materials. Except for force majeure reasons, if the interview or materials are not submitted within the agreed time, the application will be revoked.


3. Acceptance time and place:


Permanent Residence Service Center of the Exit-Entry Administration Bureau of Shanghai Public Security Bureau (Building 8-9, Lane 36, Xuelin Road, Pudong New Area)


Monday to Friday 9:00 ~ 11:30 in the morning; 1:30 ~ 5:00 in the afternoon (except national holidays)


4. Deadline for closing:


After the application materials are complete, complete the review and report to the Ministry of Public Security within 90 working days (if relevant matters need to be investigated and verified by the public security organ, the investigation time will not be counted as working days).


5. Charging standards:


1. Acceptance fee: RMB 1500;


2. Cost of "Foreigner's Permanent Residence ID Card": RMB 300.
